In fact, "Tio" is not actually her real name, it's the ID of her model that all TIOs have followed by a serial number - in this case 124. Automata of the TIO model are the only ones that appear in the game, so the conclusion draws near that there have been no other models constructed or used, but it is of course not confirmed.

Apparently the party doesn't want to call her by a serial number or a model number, thus they convert her ID "TIO-124" to the name "Tio". That said, I don't think it has any particular meaning.

Concerning her manufacturing number, I doubt it has "meaning" or purpose either, it's probably just a random number picked by the developers. The only thing notable about it is that its amount doubles with each digit (i.e. 1×2=2, 2×2=4).

(Ewe states that her original name might have been "Teo", but that is not true as I have seen the katakana for her name, which are "te-[i]-o", whereas the small "i" indicates that both signs are read together as "ti", so it's "ti-o".)
